Actually it's a strange problem, I tried for 2-3 days. Look at this:
Somehow the source of the problem was the intel management engine driver, I don't know what it is but windows felt the need to install a driver that came out 3 years ago

184.83.3874 Replace or roll back the drive. It should solve the problem.
